  1. I have to wonder who the 2 negative votes are, and why did they oppose the bill. I also wonder how deep this regulation will go. If States have already passed similar bills, and the practice is still prevalent, there must be a loophole. Is that Loop hole in the contracting between the pharmacies and the network administrators, or by pharmacy corporate headquarters due to volume purchase agreements? I think there has to be more here than just passing a regulation to open up the lower price gates.
